It is no more news that looking up to the government for the provision of all our infrastructural needs would never be forthcoming. This is not because the government are insensitive to our needs, but partly because of the population upsurge witnessed in recent years on one hand, and the myriads of projects begging for attention in nearly all the sectors on the other. Hence the establishment of Community Development Associations (CDAs).
Community Development Associations are fast becoming an integral component of our national polity. In Lagos for example, they have been institutionalized through the Lagos CDA Bill of 2008. Being the closest institution to the masses, their roles, functions, powers and responsibilities are becoming more descriptive and defined than before. They now have the legal backing of the law to raise funds by levying members, requesting donations or grants from the government, corporate organizations and/or private individuals among others.
